ENROLLMENT COORDINATOR is responsible for enrolling parents and maintaining the family files in accordance with the regulations of the Child Development Division, CA Dept. of Education, Head Start and Early Head Start. S/he works with parents in making referrals for needed social services and works with the site director and staff to help arrange for parent education meetings.

GENERAL DESCRIPTION: The Infant/Toddler Teacher is responsible for the design, planning, and implementation of a quality child care classroom for children generally between the ages of 6 weeks and 3 years. The teacher must act as the role model for staff in all aspects of the program and have the ability to accept children and adults from diverse backgrounds. This position is responsible for the implementation of the Early Headstart Program requirements.

EARLY CHILDHOOD EDUCATION AND SYSTEMS MANAGER

GENERAL:
The Early Childhood & Education Systems Manager is responsible for all of the operating systems within the Child Devleoment & Education Program. These systems include: Enrollment Coordination, NOHO, Desired Results mandate, all areas of curriculum and staff development in conjunction with Desired Results to assure program quality.
He/she will oversee compliance with Community Care Licensing, California Department of Education regulations regarding any attendance reporting, Child Care Food Program and Head Start Performance Standards.
This person will work closely with the Child Development & Education Program Director, Early Head Start Program Director and other program staff and will assist with the development and implementation of an interdisciplinary team approach in the service delivery system. The Manger will develop a system to coordinate the provision of literacy services to families enrolled in the Child Development & Education Program.
In addition, he/she maintains a working relationship with funding sources and community partners, other child care agencies, the Board of Directors and is part of the organization’s management team as well as an active member of the Child Development & Education’s Leadership Team. The Manager will also create an organizational partnership between each site and an adult education program operated by a local educational agency or other community provider, as needed. The person in this position must keep informed of legislative issues and regulation changes specific to the program.
The Early Childhood & Education Systems Manager will also work with the Human Resource Director to recruit staff, provide orientation and mentor new Child Development & Education employees. The Manager will support staff development by promoting staff to continue their education in ECE, attend workshops and conferences and provide Professional Growth consultation. This position is supervised under the direction of the Child Development & Education Program Director, who in turn is under the supervision of the Family Service’s Vice President of Programs & Client Services and will be supported by the Early Head Start Program Director.
The Early Childhood & Education Systems Manager may be in charge of the overall Child Development & Education program in the absence of the Child Development & Education Program Director.

DUTIES & RESPONSIBILITIES:
General Program:
- Responsible for seeing that staff receives entrance orientation as well as on-the-job training and special in-service training to ensure that program philosophy is carried out.
- Assist with coordinating the annual staff development trainings (facility, speakers, agenda, etc.) with consultation and approval of Program Directors.
- Establishes procedures for the Staff Resource Library.
- Assist in providing technical support to programs to achieve a passing score on Environmental Rating Scales (ERS) and maintain a quality program.
- Responsible for seeing that all Title 22 and Title 5 licensing requirements are met.
- Responsible for the Desired Results administrative functions such as distributing all information and forms to Site Directors, setting a calendar for report due dates, assisting and training programs in implementation of all aspects of Desired Results (i.e. DRDP’s, Developmental Profiles, Parent Surveys and Environmental Rating Scales), complying data from all sites for Advisory and Board presentation, preparing Annual Report to the State Department of Education.
- With the approval of the Program Director and in collaboration with the Leadership Team, he/she is responsible for initiating a staff development plan based on the Desired Results findings.
- Assists in ensuring in carrying out the timeline of Desired Results for the Child Development Program.
- Conducts site visitors and observations of classrooms and provides guidance and feedback to staff.
- Provides assistance and support for training to Site Directors on how to analyze their center/group report and how to address areas needing improvement.

EARLY HEAD START Administrative & Database Coordinator

GENERAL DESCRIPTION:
The Early Headstart Administrative & Database Coordinator’s position is an administrative support function requiring interfacing with clients, children, staff and the general public. This position is responsible for general administrative and clerical functions. The primary functions are: update the database system; assure all records and data collected are entered in the data base is complete and accurate; and prepare, analyze and monitor for accuracy the various funding sources and licensing requirements maintained in the database. Additionally, the Coordinator assists the enrollment department and Early Head Start Program in ensuring that enrollment is at capacity and compliant with State, Federal and EHS Program regulations.
This position is responsible for implementing the Early Head Start (EHS) Program requirements.

DUTIES AND RESPONSIBILITIES:
The Database Coordinator/Administrative Assistant must be able to consistently and successfully perform all essential functions of the position. This position is grant funded at-will employment position.
- Must be able to learn and understand, interpret and explain federal, state and city child care eligibility criteria, policies and procedures.
- As needed, must be able to work with families from the point of application and intake to the program and throughout their enrollment.
- May assist in staff scheduling, and other clerical duties in the enrollment department and for Early Head Start program.
- Assist case managers by preparing attendance, sign-in/out for children and parent activities, securing room for play groups or meetings, etc.
- Work closely with Enrollment Coordinators and Site Supervisors to identify and fill enrollment gaps at sites.
- To assist in determining family's eligibility for child care programs using contract requirements.
- Ensure processing of applications on a timely basis and assign priority points according to approved priority guidelines.

- Assist, create and maintain application folders for each applicant by ensuring that all relevant documents (including copies of all correspondence) are correct and immediately included in the file, that all correspondence, conversations are documented in the communication log in child’s family file.

- Assist in creating and updating enrollment and program forms. Make copies as needed or requested by the enrollment coordinators, site director or Early Head Start program staff.

EARLY HEAD START Process Project Lead
Full Time - San Mateo
GENERAL DESCRIPTION: This position is responsible for the development, implementation and monitoring of the Early Heads Start grant. This includes the development of processes, procedures and policies in support of all aspects of Early Head Start including grant management, fiscal management and performance standards. This position designs and implements all reports required to support this grant and monitors the adherence to the reports. The information, data and input flows from the program to this position. This position is an integral part of the EHS team, along with the teaching staff and service staff.
This position requires significant analytical and critical thinking of statistical information for reporting purposes.
This position also bridges the program office and the finance office. For fiscal and grants management, must work with VP Finance. Development and implementation will be developed with input from the EHS Program staff, specifically the EHS Program Director for all program related documentation, processes and reports.

SUBSTITUTE TEACHER

GENERAL DESCRIPTION: A Substitute Teacher acts in place of the regular teacher, supervising children and working with teacher aides. The teacher substitute acts as the responsible adult present, along with the Assistant Teachers in case of emergency. The Substitute Teacher works under the direction of a Site Director or the Assistant Director. A substitute teacher should consult with the Assistant Director about any questions concerning routines or ways of handling children or interactions with parents. He/she must consult with the Site Director if there are any issues of safety that need attention.
